I was at my local dealer when my boat arrived from the factory.  The boat was still on the flatbed trailer and I noticed a similar weeping stain starting from the keel joint and running down the keel.  The dealer tossed a bucket of water in the bilge and sure enough a small dribble of water started down the keel.  The fix was to remove the keel and properly seal the joint.  I've never had a problem since.
